Complex Disasters

Adaptable, all-hazard approach.

Standardized protocols adaptable to any site or situation.

We complement basic functional protocols with incident-specific protocols, giving schools all the tools they need to deal with an incident at every stage.

Functional | Incident-Specific Protocols

A functional protocol is a set of basic procedures for handling different types of emergencies. (E.g., Lock-Down, Shelter-in-Place, etc.) All staff and students use them.

An incident-specific protocol addresses the specific characteristics and challenges of a particular emergency event (E.g., Missing student, Bomb threat, Suicide on campus, etc.). They are highly detailed and provide guidelines for the lead teams at the school (SERT) and district (ACT).

Action-Based and Flexible Protocols

The Hour-Zero program employs an action-based approach that enables individuals to effectively respond to various incidents. Its flexibility ensures adaptability to different scenarios, empowering participants to handle weather events, fires, accidents, intruders, and other threats to personal safety.

Rational Organization

The Hour-Zero program rationally organizes response tactics, providing a clear framework for addressing emergencies. It guides individuals through a structured process that minimizes confusion and maximizes efficiency during high-stress situations.

Collaboration and Expertise

The development of the Hour-Zero program is an ongoing, collaborative effort involving experts from diverse fields. Extensive collaboration takes place among first responders, public safety officials, schools, districts, and communities. This multidisciplinary approach ensures that the program benefits from a wide range of expertise, knowledge, and perspectives.

Data-Driven and Research-Based

The tactics and strategies within the Hour-Zero program are meticulously developed using a data-driven and research-based approach. Extensive research, combined with real-world experience and contemporary practices, shapes the program’s effectiveness and relevancy in addressing emergent threats.

Aligning actions with responsibilities.

During emergencies, responsibilities differ among staff, schools, and districts. We integrate that fact into our protocols.

STAFF

Functional Protocols

Staff-level resources are dedicated to providing clear and concise protocol instructions for staff – emphasizing functional protocols and the initial steps of incident-specific protocols.

SCHOOL

School Emergency Response Team (SERT)

School-level resources focus on response strategies and tactics to keep students and staff safe. These resources address the unique details of any given incident and aim to restore normal operations in the shortest possible time.

DISTRICT

Administrative Command Team (ACT)

District-level resources outline pivotal tasks, responsibilities, and guidance for response coordination, resource allocation, decision-making support, policy and protocol direction, as well as collaboration with stakeholders.

Hour-Zero provides schools with the necessary information and tools to properly prepare for any potential emergency or incident. I wish all our in-city school districts had the foresight to contract with Hour-Zero. Thanks for making our job a little easier.
